An Caution for Keir Starmer from His Personal Past: Without Boldness on Britain's EU Exit and Europe, Your Party Challengers Shall Be.

Seven years ago, a mere a short phrase to ignite the party's annual gathering demonstrating Labour was falling out of love with its then leader. Although not exactly stirring rhetoric, the words were greeted with rapturous applause as delegates stood for spontaneous acclamation.

When the noise subsided, Keir Starmer, remained at the lectern, visibly startled. He was unaccustomed to his speeches having such an effect. His statement was simply: "We are not excluding remain as an option". But context is everything.

In that darkly divisive time of 2018, straying from his agreed text like this was always going to be seen as laying down the gauntlet to the party leader, who sought to prioritize Brexit voters in key constituencies above the Europhile sentiments within Labour. In just one speech, this seemingly cautious shadow Brexit secretary was transformed – if only for a while – into a political gambler who would stand up for most Labour MPs, members and voters against a leader he later succeeded.

The Shift of Stance and Settled Debates

In the years since, much has happened, especially for Starmer himself. An early move upon assuming leadership in 2020 was declaring the EU question was resolved by the 2019 national vote. And, at the last one, he repeatedly emphasised unbreakable pledge promises that forbade rejoining the EU, the single market or a customs union.

Similar to Corbyn, his strategy has been to pursue pro-Leave voters in target constituencies, even if polling evidence suggests many of them have passed away or shifted opinion.

Pressure Building on the EU

However, the tables have turned and the prime minister’s turn to be an embattled Labour leader. And, if Europe may not be the boiling pot of British politics, the cap which was firmly shut since Brexit is starting to loosen once more.

Both Starmer and Rachel Reeves have ramped up the rhetoric regarding the damage that leaving the EU has inflicted on the UK’s economy. It’s a useful stick to criticize the Reform UK leader, who now rarely mentions his flagship policy was his primary goal and remains his only real achievement.

And yet, the extent of the economic harm, reportedly has left Britain with an economy that is significantly diminished than if it were still in the EU, dwarfs the micro-mitigation thus far implemented by the government. The PM's much-touted relationship reset negotiated with the EU last summer offers economic benefits quantified in fractions of a percent.

Cabinet Divergence and Ambitious Proposals

The chancellor is one of those attempting to bypass entrenched Home Office resistance to an expansive version designed to boost growth program for young people allowing youths can move between Britain and Europe to study or work.

The deputy prime minister muses openly about the clear advantages of joining a customs union with the EU, while a dozen Labour MPs, including the chair of the powerful finance committee, last week supported a Liberal Democrat motion on joining one.

Although the Europe minister, the minister in charge of UK-EU relations, who is now attending every cabinet meeting, insists the red lines are still in place, there exist avenues these could be bypassed. One idea would be to announce the start of talks immediately for a more ambitious agreement, for inclusion in the following election platform, to be enacted only after Labour won a fresh mandate.

Starmer's Deep-Seated Doubts

However, Starmer has lately been pouring cold water again cautioning that rejoining an EU customs arrangement could undermine the commercial agreements with the US, which he views as key accomplishments of his government.

Reportedly that the PM’s scepticism go still deeper, stemming from three further factors.

  1. Firstly, he believes a customs pact has been made much harder because his ministers busily de-aligning from EU regulations across a range of policy areas, including the environment.
  2. Secondly, the exorbitant price set for the UK for entry into a European defense initiative and the subsequent collapse of negotiations has convinced UK negotiators that former EU partners have little interest in offering favorable terms to the UK than in proving that leaving the EU was a mistake.
  3. Lastly, the new US national security strategy, which has been welcomed by Moscow, is seen by some influential figures in Downing Street as grounds for Britain to keep its distance from the EU.

An Alarming Strategy & Strategic Considerations

This bizarre and terrifying American strategy paper asserts Europe is threatened by cultural extinction due to Muslim migration. It contains a single mention of the UK, found on a proposal that the US government may interfere in our politics to foster the rise of nationalist movements.

But, far from deciding that this renders America an unreliable partner, ministers reportedly fear that deeper EU integration could upset the global balance by risking precarious American backing for Kyiv, NATO, and other alliances.

Leadership Speculation & The Ghost of 2018

This situation brings us back to 2018. The PM has consistently stated his speech was not a pitch for the leadership but simply an effort to keep open the “option” of remain being on the ballot paper. Indeed, in those days, Starmer still favoured a “bespoke customs union deal” of the kind he now appears to be opposing.

Observers within Downing Street note that the Health Secretary, who just about everyone assumes would be a candidate for the leadership, is part of a clutch of senior ministers signaling they desire greater ambition regarding the EU.

Staff for Angela Rayner, another probable runner in a contest to replace Starmer, maintain she refuses to comment on her position regarding a customs pact as it would merely “fuel unnecessary gossip”.

The Clear Danger & A Wise Reminder

The danger is obvious. If Starmer rules out significant moves towards EU alignment, he cedes ground to claim the territory where most of Labour MPs, members and voters reside.

It would be prudent of him to recall the impact just a few words had on his career seven years ago. There are options for a major proposal on Europe which the PM ought to consider; he should prise them open personally, before someone else makes them his – or her – own.
